Promised vs delivered

The government's own January 2023 case study promised, among other things, children's water play, event space and spectator areas at Hilsea.

The Lido reopened with a refurbished pool, changing facilities, a sauna, and pop-up food and beverage. The contractor's own account records that the spectator stand was demolished. The council describes the opening as coming "ahead of the full regeneration in the future".

Funding sources and project costs must remain separate. The port publishes its £11.25m Levelling Up contribution. The council states £7.6m for the lido renovation, while the retained capital-programme reconstruction gives £7.75m for the wider Linear Park grant line. The football-facilities attribution remains unverified and is not included in confirmed allocation totals. A project-by-project reconciliation of the grant is still needed.
