What the test measures

Portsmouth delivered 308 homes against a requirement of 2,702 over three years: an 11% Housing Delivery Test result. NPPF Annex D, published 29 September 2026, sets 75% as the threshold for evidenced unmet housing need under policy S5(1)(j).

What isn't published

Not published: No published explanation for the two single-year delivery figures of 9 and 10 net additional homes.

Not published: MHCLG's own published annual components do not sum exactly to its published totals in any of the three delivery-test years.

Not published: No published decomposition of how much of the shortfall is physical constraint versus viability versus scheme timing.

Not published: Ward counts can be tabulated from the combined HMO register. They count records, not distinct properties; a comparable ward rate needs a matching housing denominator.

Not published: Temporary accommodation figures are available in the official evidence register. What remains unmeasured here is how much of the recent delivery shortfall contributed to homelessness.

Overview checked 3 October 2026. Additional figures have their own dates in the evidence explorer. Further context on UK Stat Pack.
